Raise the Cap
Like Paul Krugman, I don't agree with Barack Obama trying to pretend Social Security faces a crisis, but I do agree with his gutsy proposal to deal with some of the long-term challenges for the Social Security system. Incidentally, this was precisely the prescription I proposed in Hostile Takeover.

I think there are two problems, progressive funding and taxpayer theft.
I agree that we should remove the cap, the burden should be on all americans not just the working and middle class.
Second both parties have been raiding that fund since I can remember. Reagan raided it in the 80's and Clinton balanced the deficit with it in the 90's. Washington should not be left off the hook on this one. At minimum we should buy one of Gore's lock boxes.
Raising the cap is a, sorry, no-brainer. The payroll tax is the heaviest of all tax burdens, and reforming it is a powerful tool for burden "deshifting."
I also like Reich's idea of a payroll-tax holiday on the first, he says $15,000, of income. I say set the bar higher, based on the actuarial reality.
Finally, I am surprised that the notion of means testing Social Security is as "no go" as it seems to be -- the resistance sounds as purely ideological as that to "socialized medicine."
