    Another Veto Coming?

In Bush's final year, it's good to know he's thinking about his legacy. As The New York Times reports:

The Senate voted 51 to 45 on Wednesday afternoon to ban waterboarding and other harsh interrogation methods used by the Central Intelligence Agency against high-level terrorism suspects. ... But the White House has long said Mr. Bush will veto the bill, saying it "would prevent the president from taking the lawful actions necessary to protect Americans from attack in wartime."

That's right -- the Senate finally shows some small amount of moral courage -- just enough to oppose torture -- and Bush will use the once-rarely-wielded veto pen to make torture his legacy.

The argument that it would block a lawful act is funny -- that's why they are passing legislation, of course: to make it unlawful. That's what a lot of laws do.
